The report illustrates the following points: electoral mandate for reform is beneficial, society members should be made aware of the risks of non-reform in the case of major reform efforts, policy design should be based on strong research and analysis, intra-governmental agencies' support should be sought, and sometimes the policy regime - not simply a policy or two - should be reformed.
